Hurricane Frances reached a peak intensity of Category IV on the Saffir-Simpson Hurricane Scale. It affected the Bahamas as a Category III hurricane and the Florida east coast as a Category II hurricane. A total of 101 tornadoes were reported in association with Hurricane Frances. Many of the tornadoes occurred in an outbreak over South and North Carolina. The estimated property damage from Hurricane Frances was $9 billion, which in terms of unadjusted damage, made Hurricane Frances the fourth most costly hurricane in the history of the United States behind Hurricane Andrew (1992) and Hurricane Charley and Hurricane Ivan (2004).
ES&H, Inc. mobilized to support the recovery actions of Hurricane Charley on September 6, 2004. During mobilization to Punta Gorda, Florida, ES&H, Inc. personnel were re-routed to Palm Beach County, Florida, to assist with Hurricane Frances debris removal. ES&H, Inc. was tasked with establishing an environmental, hygiene, safety, and traffic control program for debris clean-up crews and dump sites. Services provided included:
